ArcelorMittal reaffirmed its commitment to decarbonizing its French facilities, announcing plans to restart its European decarbonization strategy after the summer. Despite recently delaying several projects due to the industry's worst downturn since 2009, the company is still encouraged by the EU’s 2025 Steel and Metals Action Plan, which includes tighter steel import limits and an improved carbon border adjustment mechanism.

Given these circumstances, ArcelorMittal will invest EUR1.2 billion to build its first electric arc furnace in Dunkirk. This forms part of a wider EUR2 billion investment plan across France, including EUR254 million for upgrades in Dunkirk, EUR53 million in the Fos-sur-Mer facility, and EUR500 million for a new production line in Mardik.
