Li Lizhang, the chairman of state-owned mill Fujian Sangang Group, proposed to open scrap imports since scrap was a necessary resource for steel production and was also the only raw material for steel production that could replace iron ore.

He pointed out that China currently viewed scrap as waste and strictly restricted imports, which was unhelpful to save energy, reduce emissions and international trade balance.

Foreign scrap’s quality was better than domestic scrap and the prices have been lower than domestic ones for many years. Therefore, Li Lizhang suggested importing recycled steel materials, lowering pollutant emissions, and controlling imported iron ore prices.
