The Ministry of Energy and Mineral Resources (EMR) of Indonesia is considering giving special royalties for low-grade nickel which is applied in the process of downstream products such as lithium batteries. The government had earlier levied a royalty of zero percent on coal miners who engaged in downstream activities.

Meidy Katrin Lengkey, secretary general of the Indonesian Nickel Miners Association (APNI), said due to too low prices of local prices, many miners have decided not to have mining activities since the ban on nickel exports.
Therefore, she hoped the government can immediately issue binding regulations on benchmark mineral prices and impose sanctions.
