US imposes preliminary AD duties on seamless refined copper pipes from Vietnam

The US Department of Commerce (USDOC) preliminarily determined that the imported seamless refined copper pipe and tube from Vietnam are being or likely to be sold at prices lower than fair value in the US market, but the USDOC made a preliminary negative determination of critical circumstances.

According to the determination, all Vietnam’s producers and exporters of the subject goods are subject to an estimated weighted-average dumping margin of 8.05%.

If the USDOC’s final determination is affirmative, the US International Trade Commission (USITC) will make a preliminary determination of whether these products involved cause material injury or threaten to injure the US industry before the later of 120 days after the date of this preliminary determination or 45 days after the final determination.

The period of investigation was from October 1, 2019 to March 31, 2020.
