The European Council adopted the European Commission’s proposal of the European critical raw materials act, agreeing to list 34 new raw materials in the critical raw materials list, including aluminum, bauxite, and alumina, as well as strengthening self-reliance by setting extraction, recycling, and processing goals and limits for external sources of EU’s critical raw materials.

Speaking specifically to the objectives for 2030, at least 10% of the EU’s annual consumption should be extracted in the EU, domestic recycling targets will be raised to 20%, at least 50% of the Union's yearly consumption should be from local processing, and no more than 65% of any strategic raw material comes from a third country.

The EU aims to reduce greenhouse gas emissions by at least 55% by 2030 and to achieve climate neutrality by 2050.
