In order to avoid increasing prices of energy resources, the government of Japan stated that Russia will not be banned from exporting coal to Japan.

Currently, Japan’s coal imports from Russia account for about 15% of its total coal imports.

If Japan could find a substitute for imported coal from Russia, a prohibition will not impact a lot. Most countries currently might plan to prohibit importing products from Russia, and it might likely make prices of energy resources hike. Therefore, in order to make prices stable, Japan's government will not ban the imports of coal from Russia.
