China’s AD measure on Japan’s stainless steel products inconsistent with WTO agreements

On July 28, 2023, the World Trade Organization (WTO) adopted a decision of its Dispute Settlement Body (DSB) regarding a penal report on China’s anti-dumping (AD) measures on stainless steel products from Japan, saying the AD measures imposed by China are inconsistent with the WTO agreements and recommending China takes measures consistent with the WTO agreements.

China has been imposing AD duties on three types of stainless steel products from Japan since 2019, on the grounds of these products being dumped at unfairly low prices. Japan filed its request to the WTO in 2021 for a review, saying China’s imposition was unfair.
