European Commission extends AD measures on stainless steel hot-rolled to Turkey due to circumvention issue

On April 18, 2023, the European Commission extended the anti-dumping (AD) measures on imports of stainless steel hot-rolled sheets and coils originating in Indonesia to those imports consigned from Turkey by Çolakoğlu Metalurji A.Ş. (Çolakoğlu), as a result of an investigation that Indonesia circumvented EU’s AD duties on by sending the subject goods to Turkey for final completion and then shipping to the EU.

Therefore, it is necessary to extend the AD measure on Turkey in order to execute the trade defense measures imposed on stainless steel hot-rolled coils from Indonesia, China, and Taiwan since October 2020, and it also protects EU relevant producers from being injured by unfair competition caused by circumvention of AD duties.

The extended AD duty rate of 17.3% is applicable to the net, free-at-Union-frontier price, before customs duty.

The European Commission started this investigation of the possible circumvention of the AD measures after receiving a request lodged by the European Steel Association (EUROFER) on June 17, 2022.
