US confirms China's circumvention of AD & CVD duties on stainless steel sheet and strip

According to notice by the US International Trade Administration (USITA) on September 15, 2022, the US Department of Commerce (USDOC) preliminarily determined that certain stainless steel sheet and strip originating in China has been further processed in Vietnam and then sold to the US to circumvent the anti-dumping (AD) and countervailing duties (CVD) on these products from China.

Therefore, the USDOC will direct the US Customs and Border Protection (CBP) to suspend liquidation and to require a cash deposit of estimated duties on unliquidated entries of stainless steel sheet and strip produced in Vietnam from China’s stainless steel flat-rolled inputs imported on or after May 15, 2020.
